This behavior is very annoying and unpredictable. Even the regular Android back button use works doubled, meaning it steps back two levels, which leads to "lost progress".
Phone: Samsung Galaxy S23 Ultra
I noticed this behavior since ever. But to be honest, I am 90% sure this happens with only one backward tap too.
Or when you swipe down to get out of a picture zoom too.
